My download is not complete, but it's 108% complete!

Should I wait some more for a download that is 108% complete?

It's a big download... 1.7 gigs.

I'm also Curious to know what caused this.

Corrupt packets.

You must be using an old client since AFAIK the newer clients don't report percentages incorrectly like that anymore. I suggest getting a newer client :p
