1) If your ISP doesn't allow you to "download" anymore, how did you post this without downloading the message board HTML page?
2) If it's not at http://animesuki.com/series.php/67.html there are no BitTorrents for those episodes.

It's not on BitTorrent, so you'll have to look into other means of downloading anime. Sorry.
