Yes, it ends at 8. Although they never really announced anywhere "this is the last episode". While the OVA series was still running, they never said how many episodes they intend to make in total.

I understand Tasuke00 question. That ova series has one of the worst conclusion among all the anime series. There is no hint that the series is at end. No climax, no suspense, nada..It was just another episode and bam! no more follow ups...

The OVA wasn't meant to be a continuation thing, it was made solely to please the fans since the TV series just didn't get it right. All the stories (except the last episode) were based on chapters from the Manga which the fans have read already - and they're all chapters apart, so it was more like a matter of "seeing it animated". Think of the OVA series as a "side stories" kinda thing.

If you want more Shugogetten, go read the Manga, it hasn't ended yet.
