If we are talking about disguise quality, there is someone else who deserve that title more in IMM...

Is this really mentioned in the anime outside of the 2nd episode when Miwako goes 'let's get away from these boys' when she goes and changes Yukari into the new clothes?

I'm not sure the context of "best", whether it means literally the one who managed to hold out the longest, or just favorite, or one who did it accompanied with the most humor, or... :)

But, if it's who did the most convincing crossdressing, the IMMSE's have it from me...

If it's who had the funniest "coming out", for me it was Nuriko. Nothing says humor like a patented MiakaCheck (i.e grope) accompanied with a startled revelation.

For best lookalike but worst quality - my namesake :D Makoto from El-Hazard, dressing up as Fatora but having a pretty poor voice for the job. :)

Haku from Naruto comes to mind. :lol:

Apart from that, the other one is Akira in both Mai HiME and Mai Otome, she looks convincing as a young boy.

And Johan from Monster is not a bad cross-dresser as well, fooling everyone into thinking he's his twin sister till he revealed himself in that plot twist.

Haku's not really a crossdresser, he's just very pretty, to the point that he'd make an excellent one.

As far as other "traps" (to use 4chan's terminology) go:

Akira Okuzaki's an excellent reverse trap.
Nuriko's a good one. "This one's a woman for sure." indeed:heh:
I haven't seen Paradise Kiss, but Isabella seems a very good one.
Athrun Zala makes an excellent one in fanart, though he's never crossdressed in SEED or Destiny. :eyespin:

Does this go both ways? Oscar from Rose of Versailles makes a pretty convincing man, to the extent that a young girl tries to sell her body to her on the streets of Paris. :P
