hmmm.... I went to the official website and did a babelfish translation. Obviously it made very little sense, but one of the passages seemed to be a plot summary. I talked about some sort of a meteor about to impact the planet and the Otome have to team up to do something... Any idea where this story fits in?

Well if you look at the way people in Artai are dress. They do have the typical Russian winter outfits look to them. I recall something that Nao say once in the anime how Nagi was taxing his people to death and make life hard in Artai so he would be able to engage in war. The statement remind of the cold war of the 50's were Russian people had to get in line for toilet paper or bread. I am sure much of the concept for Artai may be of that.

Artai=Altai, which is a mountain range in central Asia, where Russia, China, Mongolia and Kazakhstan come together, and where the great rivers Irtysh, Ob and Yenisei have their sources.

They do have the typical Russian winter outfits look to them.

I have to disagree. :) They look more like European aristocrats of 18-19 century. Moreover, Nina's and Nao's Meister robes look like Chinese dresses.

Nina and Sergei have Russian names, that's all. Artai is a typical military dictatorship.
