Ill come out and recommend Suzumiya Haruhi no Yuutsu (http://anidb.info/perl-bin/animedb.pl?show=anime&aid=3651) since its inevitable that someone will suggest it. Ill let others recommend all the other numerous series that are less than 30 eps :heh:

If you could tell us what series you've already watched and why you liked it, it would be a great help to recommending you one. ;)

Usually, I like long animes that are 200 episodes. I like long manga that are 18 volumes, making 200 episodes. Still, their are some good shorter series, too.

Stellvia Of The Universe is 26 episodes.

Hmmm, my favorites are Beck and Honey & Clover, but I guess when Honey & Clover II finishes it'll be 39 eps. Aishiteruze Baby is good as well, as is Plantet ES, Last Exile, I'll cover all the genre bases with Shuffle!, Suzuka, Fate/Stay Night, Air and Black Cat and I'll give a resounding second to the Melancholy of Haruhi Suzumiya

Here are some I can recommend to you that they haven't mentioned yet: Elemental Gelade (Erementar Gerad in Japanese), Angelic Layer, Strawberry Panic (the anime is still on going but it will end @ 26), Shakugan no Shana, Kannazuki no Miko, Utawarerumono, Midori Days (Midori no Hibi), and Diamond Daydreams.

Still not much help, it seems you want anything that is short, as long as its short. Might as well search in the Favourite Anime thread and check ANN. Ahwell. :p :) So here goes. Rozen Maiden and its sequel, Rozen Maiden Traumend.

Don't let the thing about dolls get you down, its really not 'girly-whirly' if that's what you're afraid of. In Rozen Maiden all of the 12 dolls were created to fight each other until one is left standing, upon which that one becomes a perfect doll. (ala Mai HiME, in some respects). And like in MH, they fight with 'magical' powers, according to their designs/characters. For example, our Main doll, Shinku uses rose petals and a handy pink cane; the outcast yet arguably the most beautiful of the dolls, Suigintou, uses her wings to give no short supply of really sharp feathers; while my personal favorite, Suiseiseki, uses earthbreaking plant-stalks.

Action wise; action is definitely not the focus here, so don't be disappointed by the lack of nicely choreographed swordplay (tho later in S2, some use swords) or big explosions. But with such variations in their weapons, its interesting to see how they use them; and needness to say, magic makes for its own brand of eye candy. Of course, they aren't below giving each other hearty slaps and fleshy sounding whacks during combat too.
Yes its about moving dolls, but watch it because makes you laugh at one turn and will make you cry at the other. Both series are each 12 episodes long, so both series together don't even exceed 30. :)

With the rest who posted, I would second REC (Very short but very well paced sweet little romantic drama with comedy - a series I enjoyed fully), SHnY, Haibane Ranmei, Planetes (good character development) and Last Exile (great atmosphere).

I respect Lost's recommendation and second him in the Rozen Maiden and Rozen Maiden: Traumend recommendation, but not in SHnY. :)
