I don't know if this the right forum section but I ask here anyway. I submitted a non-licensed anime on anime.mircx but didn't submit on animesuki.com. But that anime popped-up here as well. How is this possible?

I think anime.mircx is on animesuki's list of sites to scan regularly for new stuff (along with most group torrent pages, etc.), so even if you don't report it here it'll likely still show up.

That's correct. We have a large list of web pages that are automatically scanned hourly, looking for any new torrents (and for if any have gone away)

They still have to be added by an admin, because the automated programs can't always figure out all the needed info, but we have people in many parts of the world, in many time zones so it's usually not long till someone adds them.
