it was reported before that one day nanoha caught/oversaw fate with ciaro and elio, in the bathtub toghether everything was fine until nanoha saw fate clean his so called manhood part of his body, and then nanoha saied "little boy must die" and rh saied "yes. miam" so it looks like nanoha just gave elio the death sentence, what a terrible way for a young innocent boy to die!!!!

Thats the exact scene from Shin SRW commercial, R-1 VS God Gundam. T-LINK Knuckle VS God Finger.
The quality from that SS is not too bad ,where did he get that >_< ....the only one i found make my eyes bleed in the 1st 2 min and the audio was so broken.

Some potentially o_O information
First the non shocking ones, the newbie team gets their new devices. Each has been reinforced/remodeled. These devices are basically newborns, so Shario advices them to use them carefully and have them Level Up along with their users. In addition to that they are also installed with a limiter for safety purposes.
Now, the more o_O ones
Nanoha and the other veterans also have limiters installed in their devices
in addition to that they also have limiters installed within them
Nanoha and Hayate for instance has a limiter which ranks down their potential by 4 grades
The Nanoha in this episode has her potential locked at rank double A....(and she still owned the newbies)
In certain conditions the limiter may be released. Hayate's release permit is held by Chrono
Potential future GGG limiter unlocking?

Nanoha and Fate are ranked down by two grades putting them on double A

My, my, the screen shots look interesting.
Nanoha vs. everybody- sets up a shield and just lets the kids pound on it. "c'mon, the lot of you! I haven't even broken a nail yet!
And the Saint Church (and Carim) make their first anime appearance.
Huh, can't wait to find out if those drones are coming out of that car, or going into
it.
Win for team bonding in the showers. ^_^

the gang go into action. >_< The preview caught my eye for sure- I thought
you had to be rated A in order to be able to fly? Last I knew, the rookies of Stars
and Lightning were B and C, respectively. Maybe it'll have to do with having gotten device upgrades? Perhaps a full ID allows a mage to things he wouldn't
have the skill/power to attempt with a storage device.
Win for seeing Storm Raider in action again, and pure win for Airborne insertion.

OK now, some other facts
Shooting evasion training
to get the battle mastery there are two ways
1) dodge axel shooters for 5 minutes without getting hit. if either of them gets hit, everyone has to redo it from the start
2) score a hit on Nanoha
They managed to clear the mission after Carrol cast accelerate on Erio, and he scored a 10HP damage on Nanoha with his finishing move. Yaaaaa..y?
Cardische: has an open roof feature and a freaking police siren!!!
Gadjet Drones: a new model with unknown capabilities have been discovered. I guess the newbie team will be fighting that as their first true boss battle

Amazingly enough they did manage to make a scratch on her or so it seems. Still, now we know that the Aces using their full power mut be the scariest thing in the whole Bureau. I mean c'mon they have limiters, some devices suck their master's energy and they also have limiters, no wonder we haven't seen any O_O move yet (except maybe Nanoha's Divine Buster in Subaru's memory, but imagine if she had no limiter ^^:heh: ). Congratulations for the newbies if they managed to do something against Nanoha.

I doubt they ARE flying. Given the fact that they CAN'T fly yet, and that Mobile Div 6 is intended to do rapid deployment, one of the first things they'd be assigned would be the Midchildan version of the parachute. Which is probably an upgrade to their devices that halts their descent a few meters above the ground.
(The idea of which makes me suddenly have a vision of Subaru going face first at the ground, only to stop at the last moment, turn to the camera, and say "Air brakes..." ala Ernest P Worrell. :heh: )

A safety mechanism isn't enough to hold back Nanoha, and so they have to limit her power as well. :twitch: Oh well I can certainly imagine Chrono giving the order to allow the release of their weapons on base a la Kuchiki. You don't suppose they'll have a special phrase to release their power, no? Apart from "Set up" or "Load Cartridge".
Hey this also creates this possibility:
The entire Riot 6 was blinded by the brilliant howl of power as Nanoha drew maryoku around her and fed it to Raising Heart, creating a massive pink cyclone that all but swallowed her up. Then, with a tremendous crash of energies climaxing, the core erupted, blasting any unfortunate drone still hovering within range.
Fate and Hayate, arms over their faces to shield their eyes from the show of force, blinked as Nanoha emerged from the blast equiped with a tattered black trench coat over her usually white barrier jacket, and Raising Heart Excelion shrunk into a sword hilt bearing a thin energy blade.
"Bankai," she said.
Or a barrier jacket update/upgrade :heh:

Its yet another reference to SRW, where the lowest damage you can possibily do is 10 HP no matter what (unless completely nullified via barrier).

Agreed, I was pretty sure also earlier when i said it is most probably not Erio hands , look at the shape of the hand and those nails :heh: .Definitely not Erio's. I doubt Erio has the guts to do those anyways

Maybe it's because the Aces are a tad bit dangerous (Even with the Limiters :heh: :heh: )

carim really put the limiters in so that when she gets cuaght in conspiracacy of evil With Lutecia and then later with that accos guy, use the limiters so that she/or they will get away, there allready some evidence that the church is not what it seems and the majority of the people across the world are going to watch these people very carefully, there apparently will be the anti-TSAB helper squad!!!

at last it seems that training is over for our newbies ~ they all get a device upgrade to version 2.0 and a considerable increase in power ~ how they managed to turn tia's guns into a card is beyond me...i was it would be a mini gun necklace like what signum has :heh:
oh and before that nanoha got a scratch...no biggie but that allower out chibi heros to pass the final test :3
the limiters thing was pretty funny...considering what just happened in bleach ~
how the captains and other released their limiters i can just imagine the insane power boast available to nanoha fate and hayate when the time comes (hopefully it does come >.<)
nice fanservice shower scene...quite cute to see subaru washing caro's hair...and now we know that the dragon "pet" is male :heh:
and here is where the plot finally moves into some action ~ drones attack a train and its on a collision course...its up to our heros to stop them...ooh im getting hyped for ep 5 already :D

Hello!! Nanoha to A's only a few new cast/slight difference in time(only 3 of the new cast can be considered main)...This time 10+ new people, older Nanoha and gang , big time difference so they cant go too fast or there will be plot holes all over the place.
Plus this is 26 episode long :p don't worry still long way to go, i prefer em this way.It also help non manga reader to get used to new cast/storyline.
Hopefully there will be better raw when i woke up >_<

I do agree that they are taking their sweet time though. They, probably, could have crammed the first 3 episodes in to 2 instead, without missing anything much (because, lets be honest - nothing much happened).
In all fairness, for some one who already isn't a fan of Nanoha series the start would probably look very boring. It is quite far from a captivating way to blast of the series, if try to look at it in an objective way, putting aside my fanboy issues.

Poor poor Chrono, who knew that the path to being an admiral was such a tough one. Absolutely hilarious, but I feel bad for the guy. Maybe this is why he's been somewhere safe away from Nanoha and co for the first few episodes.
Rocket Elio did better against Nanoha then I expected. It was a good run by the rookies making use of Subaru's wing road, along with a boosting rocket attack to get their win even if it's just a minor hit.
Poor Elio, getting left out of all the bonding :). At least he has the dragon to keep him company. Next episode should be fun with our group finally getting some action after some introduction episodes.

(Heck, it's three for three for a Bleach parody. The following is based on Ep0121 of Bleach)
TSAB (over the intercom): "Investigator Fate Harlaown of Riot Force 6! You are hereby authorised to use full force!"
Fate (recovers and parries an attack): "Thank you. Nanoha! Hayate! We've got permission to break the restriction!"
Nanoha: "It finally came?"
Hayate: "It's about damn time!"
End-Boss: "What's this?"
Trio: "Limiter, RELEASE!"
End-Boss: "Did you say, "Limiter, release"?!"
Mid-Boss: "What is that?"
(cue combat music as the trio powers-up)
Nanoha: "Limiter, release."
Hayate: "In order to avoid unnecessary collateral damage in our surroundings, the three of us..."
Fate: "... had our magical potential drastically limited by means of a limiter."
Nanoha: "The total amount of power sealed is 80% of our maximum. In other words..."
Hayate (beating the unholy crap out of Mid-Boss): "We're all... five times stronger now!"

But jokes aside, as of right now I am supposing Chrono's mage rank is around S+ or possibly higher. Though the limiter system have been recently (my own speculation:heh: ) implemented, I doubt that TSAB would place it upon a famous Admiral. But then, who knows? I don't mind what they do, but they should at least give him a solo-battle with a boss-class opponent. It would be a waste if he stayed at the command post inside his ship for the entire season.
Running along those thoughts, they should also give Hayate some more combat time rather than show her dropping ceremonial spells. I'm sure they'll get to that eventually though so no worries there.:)

I might be mistaken, since I was not paying too much attention, but I think Nanoha mentionned Signum and Vita in her limiter talk. Makes sense, not only because they are powerful, but also because they have an history of breaking the law and attacking civilians. The TSAB would at least put some sort of control device on them.

The newbies seems to have a device limiter, while the Aces seems to have a power level limiter. effectivly reducing their mage rank by a factor of 4-5 rank (need to rewatch this part again). Thus limited a S+ mage such as Nanoha to a AA class mage.
That makes me think if the newbie's very best can only mark Nanoha's Barrier Jacket then without the limiters....

Since I can not find the time in the mornings so I'll put my throughts on Ep4 now.
Training Training and BAM overkill, too bad we did not get the overkill part since Nanoha seems to be petty relaxed durning the whole thing. Not enough Erio's blood.
Then there is Fate's car again, I want to buy it....
After that we have our skinship session, Caro moe overdose... and thank god Erio is no where to be seen. (cant wait for the 4koma on this)
Then there is the introduction of Carim, she seems to be a bit different then I imagned, I thought she is abit more relaxed.
Then there is the introduction to the new devices to the new stars with limiters on the devices, Rein sumed removal of limiters on the device limiter petty well "It feels like a instant Level up"
The bomb shell for this ep is the actual limiters which placed on the Ace's instead of devices. It is interesting to see since current Aces have less access to power then they did 9 years ago.
and of course the ep ended with enermy appear as I think everyone expected.
Well this Ep is an infomation/introduction Ep mainly so I expected it to be slow, what I did not expect is the Personal limiters. I wonder in times of need if the Aces can break the limiter themselfs.
Now onwards to next Ep, if that hand is Erio then Erio needs to die a throusand death. hmm Caro=Lutecia I'll belive it when I see it, but looks like they can definitly be related somehow. Now from the title "Star's Lighting" I assume it to be a Erio centered ep.

Yep they were not nerfed at all in season 1 and A's. Hayate dont have that much long range spells, but she does have insane AOEs :heh:. Just a side note from Nanoha novel, Chrono commented on AAA mages at full power can wipe out a city....

Since it is a TSAB installed limiter, I'm sure that the top brass have overrides for their limiters (Chrono I heard, having the key for Hayate) allowing them to unleash their full power unto whoever is unlucky enough to warrant such an action :heh:

The limiting of Nanoha, Fate and Hayate was quite easy to get. since they did said it in English "four rank down" :heh

I'm guessing that the reason Hayate got the bigger nerf is because she's bonded with a Lost Logia that caused the Bureau and the worlds they're supposed to protect no end of grief over the years. Since the TSAB probably hasn't seen that happen too many times before, and since the YnS was destroyed but came back countless times before, the higher ups were probably a little paranoid about assuming that YnS would stay gone this time. (Even though it certainly looks 100% certain that the original Reinforce and the defense program are permanently gone.)
(And a rank of A or higher does NOT constitute "down to nothing"!:eyebrow: )

Not Starlight Breaker - that, as has been discussed previously, uses the magical energy strewn around the battlefield. If the what the limiter is actually limiting is the output of the mage's own linker core, it shouldn't have any effect on SB.
I don't know about Zamber form. It might be useable and just not be as powerful. There's been nothing published that I've seen about how much power/how difficult specific moves/spells are other than the whole "must be A rank to fly" thing.

So, if anything, I expect the limited aces to be able to use all their spells at a slightly higher level than when they were young.
Now, remove the limiters, and they become flying, breathing, blushing tactical nukes. Unison Hayate could probably do more damage than a H-bomb, if her little demonstration at the airport is an example of what she can do under limitation, without Rein and while trying to contain the strength of the spell to avoid freezing grunts. :D

Since Zamber Breaker uses energy discharged from a high level lighting spell and personal power too, If its usable its should be weaker then norm.
Thats why SB is so overpowered. I remember reading somewhere that at end of Season 1's fight with Fate, Nanoha had 6% magic reserves left before firing that overkill SB.\

Though after reading this (and remembering your fanfic), I've come to realize that Hayate seems to be a girl who would actually do things similar to what you have been portraying her in your fics. (i.e. teasing Chrono rather impishly) This is because after listening to some of the sound stages, it is obvious that Hayate has quite the mischievous streak in her. I can only hope that they would at least show her antics at least once in StrikerS. Her being a commander won't stop her from doing something playful sometimes, ne?

Hayate didn't have her Limiter yet at the airport incident. Recall that the token Enforcers there commented on how it was her power as a S+ ranked Mage at that time (Fate and Nanoha were AAA+ ranked four years ago).
Currently, according to the official character-information webpage; if Hayate does not have her Limiter, she would be SS-ranked.

in fact hayate has the key to unlock nanoha and/or fate's, there were S down 2 levels to AA, it is chrono or carim that unlocks hayates limit, which knocks her down 4 levels from SS to A, since she can still combine with rein to back up some, where nanoha and fate can not combine with anything else, so that overall all the aces are equally balanced, even though the TSAB consonsered them crazy women, watch your back chono, i wonder what the 4th season would be in another 10+ years when all 3 girls get PMS=death of TSAB!!!!!

About the limiters, do they have to be some sort of device with switches? Won't some sort of device which is triggered by a mental command from Chrono be better? And perhaps asking for permission would just be as simple as a long range telepathic link.
Also, if Chrono does indeed possess the 'key' for both Nanoha and Fate as well, maybe a scenario going along the lines of:

I guess it's a benefit of being one of the few important in a female dominated cast. Besides, he's one of the only still relatively young people who the Aces wouldn't mind taking direct orders in the field from. BUT, you must take the good with the bad. Though I don't really see what's so bad about being married and having kids alre- *receives death glares from several people*- Oook. But honestly, one just can't be too lucky. Its just an element of life that's still a part of anime.:heh:
I must admit though, it IS kinda disappointing that the possibility of a (Any of the Aces)-Chrono romantic relatonship is rendered to zero.

If he could scratch Nanoha, even with limiter, with Strada with only the most basic functions available, then their devices must already be real badass at their1st tier mode.

For these who that doesn't have enough Japanese literacy, this is how it's explained;
In TSAB, a unit has maximum number of mage ranks, or you could imagine "unit cost" of squad in recent SRW series, that restricts a division from having something like 10 S rank mages in one spot.
This seems to be why Lindy once wanted to have both Nanoha and Fate in her ship but gave up at A's, for Asura already had Chrono (AAA+), Fate (AAA), Arf and Yuuno (though I'm not sure if they actually belonged to Asura) along with some cannonfodder-troops.
Naturally, even if Riot Force 6 is a specially tasked division, it can't get away freely with 1 SS, 2 S+ and several over AA rank mages concentrated in one.
This is where limiter comes into play - by putting limiters on them and make them virtually far lower than they really are, the RF6 has gotten around the rule and allowed to have all main casts in there.
Limiter can be lift in case of emergency, in that case hayate has control of Nanoha, Fate and Wolkenliters' limiters while Carim and Chrono has Hayate's, but it's not something that applied lightly.
(In other words, there supposed to be no limiters on them before they come to RF6.)
Now, am I the only one that think it's stupid?
It means that Hayate either...
1) Did not underestimate the threat Drones would possess, and gathered her very best troops with her preparation that she'll use limiter-cut as often as she find it neccesary, even if it means breaking TSAB's rule and may cost her status.
2) Simply wanted her friends in there.
We must keep in mind that mages with rank as high as Nanoha or Fate must be REALLY rare among TSAB.
Only 5% of whole TSAB mages are over AAA, so you could guess how scarce over S would be... and Hayate dared to "water down" them just to gather them in one place.
If it's proved to be really necessary as story goes, then I don't mind.
But if it were only there to nerf aces till the end, it's plain stupid...
It would appear as if Hayate, with help of Church and Harlaown, made RF6 just to have fun with her friends, ignoring the fact that they're wasting TSAB's most precious human-resources into null.
In such case she could just have functional RF6 with several "raw" A ~ AA mages and leave every AAA+ aces where they're more required... but she didn't.

I hope I'm wrong in worrying and it really was necessary, which I'm sure we'll see in due course...

As it's pretty much covered already, I'd just put my thought on it...
The Hands, I think these are a bit too small = childish for hands of Aces, or even Subaru/Tia, so I guess it really is Erio, unless the mysterious loli appears out of nowhere and attempt to charm Caro.
As Caro appears to be frightened to the point of incapable of fight, I guess, someone must cheer her up... and I'm rather fed up with official sources says Erio and Caro's gonna be "Buddy" or even "Partner"...
Way to go Erio! Do what Yuuno left behind for you!!! :D

Now, one more thing that concerns me...Am I the only one that think visual quality is getting worse and worse after every episode?
Ep1 looked brilliant, then I didn't see problem in Ep2... Ep3 had some flawed pictures, then Ep4 were even worse, at least to my eyes...

Very unusual reason to apply limiters, however I can understand where Hayate's coming from.
My take:
MF6 was designed as a fast reaction force for Lost Logia incidents. However, the three people most powerful people who have the most experience with LL (as far as we know) are the Aces; Prior to MF6 though, they were basically working at three different departments, working under different leadership and command structures. Even if Hayate were to request for support from the Air Force and Navy, she'd still have to deal with the varying chain of command for each department, and that would cost precious time when dealing with threats like Lost Logia. For Hayate's plan for MF6 to work, she needs all the experience and firepower she can get at her fingertips, allowing her to streamline the deployment process, and giving her a tight-knit unit which she can count on to handle the threat of LL; And bending the rules with the limiter is one way to get around the rank allocation practice.
Dunno about playing around with her friends as you would call it, as it really can certainly be that, however pure magical power is not the only resource one has in the TSAB: as already shown in the last few eps, SKILL is also a valuable resource, and so is experience, both of which Fate and Nanoha have when dealing with Lost Logia. Especially with the AMF problem, a mage with a pure magic rank of SSS is gonna be in big trouble if he doesn't know what to do in a dire situation where his magic is rendered useless. In the case of the Lost Logia versus the TSAB, combining the the experience of three of the TSAB's most powerful mages into a single unit is the best allocation of resources they can do in that situation, given that they're the few people who can actually deal with AMF equipped opponents.
And besides, even with the limiter, I don't see it as a particularly jarring plot point, or even a plot device: Since Hayate and Chrono have the ability to unlock the limiters on their respective charges when the situation calls for it, it's not as if Nanoha and Fate are forced to fight on a leash per se. If they feel the need for maximum power, it'll be an easy decision to simply release the limiters, based on the situation at hand. And with the AMF being their primary concern, it's not as if all that pure power is gonna give them an added advantage in combat against the gadget drones most of the time, until more numerous or more powerful AMF gadget drones come along later.

Expounding on your second paragraph, maybe it is the production staff's way to work around the overpoweredness of the Aces, by deliberately reducing their output and forcing them to use their wits more than normally stipulated. And hence, increasing the entertainment value of the Aces' action. Yay for ratings!
Aside from that, the one with the most experience with LL among the whole cast would actually be Chrono, who knows what had he encountered before the Precia incident. So the ultimate decision lies with him. And with the entire chain of command(and limiter breaking) lying around this tight circle of people whom have known each other for 10 years, bureaucracy(lol) will definitely not be in the way.

i think since is a way for the mitialy suckups in the TSAB , to conrol hayate troops so that the TSAB does not loose control over them, or since is the way that the anti-TSAB personal within the TSAB will help the bad people behind the scense, so that the bad people at least have a fair shot against the RF6 people, however i don not think the rest of the TSAB know that the aces peronally know chrono and carim, so as long as our aces are 1 step ahead of the bad people of the TSAB, this will just be a minor techinal problem unless something really badass comes!!!! but with all the information that is coming out, you can only expact that there will be some problems from TSAB, since they are the only origanions that has lot of money in the first place, so it has to be a secret rouge team that is using all of their dirty money to do all of that research to begin with, and here is another thing most peiople forgot is that cario and elio were each differently recovered from 2 different research facities at 2 different times, on 2 differenrt worlds, so it definately is someone with tons of cash going around, and one more thing to notice the worlds section is the only place on the offical website that is still blocked, i do think, that this problem will lead into something darker than anyone else wiil even admit yet, to the fact that people might actally truely die!!!!!!
The limiting of Nanoha, Fate and Hayate was quite easy to get. since they did said it in English "four rank down" :heh
I should think of its dire emergency and such and TSAB/Chrono can not be reached, I assume they can overpower it. Heck I'm waiting for it to happen if the enermy is within the top brass of TSAB
I suppose that's where the M-Limiter Canceller will come into effect ;)

I can understand that you might want to keep high-ranked people from all joining the same group to prevent coups (funny how it leads back to the jokes of yesterweek), similar to how the Roman army kept all their foreign auxiliary troops split up and away from their homelands to decrease the chance of mutiny, but to have a hard-and-fast rule that prevents it from forming elite units seems like it'd really hamper a military.
Or in other words, it's crazy that the TSAB has a rule that it has to bend near breaking with these limiters to form an elite Lost Logia reaction team when dealing with powerful Lost Logia in a timely manner seems to be its primary mission in the first place.

More like the relationship they have shouldn't be as crude as I described above, however it wouldn't surprise me if they resort to such a thing. Otherwise I see it quite hard for the rookies to do anything else than tackling the evil overlord's underlings. The power gap between the old and new cast was ridiculous, this may be the narrator's way of making the story more plausible :p

It's an old trick in many shounen series in fact :p That way an enemy can appear that is strong enough to beat a nerfed Nanoha through a surprise/dirty attack, yet is weak enough for the rookies to beat with strategy and teamwork.

this is why i think some might fear that Nanoha might be at the edge of death somewhere in future episodes because of the limiter and surprise attacks by the enemies (drones??)....the rookies are good, its just that they gotta really rely on teamwork...

Think of it as a quota system. I think it was briefly explained in this episode that there is a certain number of high-ranked mages a single operational command can possess.
During the time of the fire incident, all three of them were operating under different command in different organizations, and were probably among the strongest there. However, since they are now working under a single, highly specialized unit under Hayate, the rule for limiters snapped in place.

I actually don't remember where the first series said the Scrya clan lived - I'm not sure if it's Mid-childa or a different planet. And unless it came up in one of the Sound Stages, they haven't officially said how Yuuno got RH in the first place.

A big time disaster could occur on any world they're responsible for, so they want their big guns spread out to increase the chance that one of them will be close enough to the next big problem to get to it in time.

Then they'd demand their best agents be assigned to different places, they wouldn't put limiters on them.
I've thought about that post, way back when, stating they were allowed to run free on poor, defenseless Earth, but limited on Magic-aware Midchilda. Maybe it's because Midchilda knows magic exists they limit people. Obviously, Earth isn't going to make or enforce laws on magics. Midchilda, OTOH, can make all sorts of laws and regulations. Licenses, flight speed limitations and so on...

Didn't they say it was a kind of cheating method to get around the quota regulation? I thought I heard something like that.
Or maybe it's just the good 'ol inter-service rivalry rearing its head. If TSAB is a collective organization utilizing resources of many worlds, there must be some kind of behind the scene politics working against concentration of power.

Limited versions can be countered by other TSAB members. Putting three/four S class mages in one group would create a unit that would be very difficult to stop if they go crazy. Sixteen mages at varying ranks of A in one group isn't as bad, and can still be countered without taking extraordinary losses. Politics works as well, but I don't see it being as likely given what we've seen.

I highly doubt that'll happen. Btw one can't go to school and be back cuz there are already 1000 more posts than last time you were here (Exaggareted:heh: ). Now if you think about it in RF6 you've got: The Ground Force Ace, Commander of the unit Lieutenant Colonel Yagami Hayate, with an SS Rank; The Naval Force Ace, Enforcer and Ranked S+, Fate Testarossa Halaown. Finally the one handling the most dificult type of magic, most reputed Tactical Instructor with an excellent record, Ranked S+, The Flight Ace, First Lieutenant Takamachi Nanoha. Now with these three gathered in one unit, I, as a superior, would be scared as hell. Obviously we know they're not planning on initiating a Galaxy War or something, but those old men are paranoid. About the Limiters: Now this is an interesting idea. I'm hoping we'll get a scenario in wich they'll be forced to forget the rules and break the Limiters. I'm quite sure they're capable of doing it, but they just go along with the orders they receive and don't really mind. (Also, I thought they had Limiters in their devices and in them as well. I guess it's my mistake ^^)

I see two possible theories here:
Firstly, there may be standing legislation might limit mages on civilian duty to be limited to the A's region, a bit like how the police in my country carry revolvers when they have the semi-automatic handguns sitting in the station's armory. Something like gun control laws? The level of force just isn't necessary, if the average mage level of the MC population is around C or D.
As such, I believe mages deployed in a hot zone would have the mitts off completely.
Another analogy might be how mundane nuclear devices have passcodes to prevent unwanted detonation. Though the Aces aren't dumb, their power might inspire this course of action (though its rather hard to believe). Then again...

If you think about it, there isn't too much of a problem.
Hayate's in charge of Nanoha and Fate right? If anything goes wrong she could just easily remove the limiter...
And if it's a situation where Hayate needs to step in, then wouldn't that situation be big enough to get the attention of the whole TSAB? Communication won't be that difficult...

Though the fact of including limiters was rather quite natural for the higher-ups to implement, considering the concentration of power in a single unit; It still does leave several possibilities of internal foul play. I'm just speculating but perhaps Carym and Chrono weren't ruling out the fact that perhaps someone from the inside might want more direct control over the Aces. So, by volunteering ( I'm guessing) to have direct control over the commander, Hayate, who is incidentally the most powerful one, would do well to lessen the paranoia. Besides, I'm sure Hayate wouldn't want anybody else (aside from maybe Admirals Lindy or Lety) to have her under watch.

My understanding of thisguy's explanation, though, isn't that they formed the unit and were then limited as a safeguard- it's that there was a hard rule against concentrations of magical power, and the limiters were introduced as a workaround because they recognized the need for the unit but couldn't make a straight-out exception to the rule.
That is to say, the limiters aren't a counter being used to weaken the unit, they're a sophistical sleight-of-paperwork trick that allows it to exist even though in battle they'll probably be using their full power and violating the spirit of the rule against it. Of course it could still be used against them if there's been some unseen manipulation of the process but I'd tend to assume that the limiters were placed at their (the 'aces') convenience and for their ends, not by any mysterious third party.
I just think it's dumb that the TSAB has the rule that makes the limiters necessary. I can see the benefits, but it still seems like the kind of rule that's going to hamper their loyal but red tape-bound servants more than anyone really dedicated to amassing power (see Yagami, Lt. Col. Hayate).

I agree. And unless they prove us to be quite the paranoids, there may really be a society working in the shadows, pulling the strings behind the Limiters and the ban on all physical weapons.

Removing the regulation would affect the rest of the TSAB. Riot Force 6 is but a fraction of the TSAB entirety. As has already been said. Hayate exploited a loophole. She chose to accept some "pains" in order to have some "gains".

So basically, the top brass DO want their best people on this team. But because of the policy (and to prevent backlash), the Aces (+ Vita & Signum) have to accept the limiters for formality sake.
However, they made it so that in the event of a major Disaster, the limiters could be removed easily. (According to Thisguy, Hayate has command over the other four...)
... Which then brings me back to wonder HOW do they remove the limiters :heh: Like I said, if it could be done by themselves then there shouldn't be much trouble with permissions and such...

So basically, the top brass DO want their best people on this team. But because of the policy (and to prevent backlash), the Aces (+ Vita & Signum) have to accept the limiters for formality sake.
However, they made it so that in the event of a major Disaster, the limiters could be removed easily. (According to Thisguy, Hayate has command over the other four...)
... Which then brings me back to wonder HOW do they remove the limiters :heh: Like I said, if it could be done by themselves then there shouldn't be much trouble with permissions and such...

That would honestly be quite nice.:heh: But I'm thinking it would be best if the key was just a mental or magical(verbal) command from Chrono. Or maybe, devices would be necessary. It makes sense because Durandal was originally made to bind Hayate and the YnS in eternal limbo via ice 10 years ago. I can just imagine that some sort of ritual-like magic spell was needed for the limiting.

I think people are taking it the wrong way.
The TSAB are NOT the ones who wanted to implement the Limiters. It was Hayate who decided to implement the Limiters.
Hayate chose to use the Limiters so as to exploit a loophole in the TSAB's regulations and enable her to form Riot Force 6 with the personnel she wanted. If she did not use the Limiters, Fate and Nanoha would not have been able to join Riot Force 6 in the first place.
About the distribution of talent within the military, it happens ALL the time. As a Singaporean, and as anyone who ever served in the military before will know, the shuffling of military officers every half-year is commonplace (not all of them at once of course, just a selected few at a time).
Before you start accusing the TSAB of "nefariousnesses", be well aware that Hayate is committing nepotism. We are only giving her a free pass because she is a well-intentioned protagonist.

But that does beg the question: Does that mean that in TSAB headquarters records the Aces are registered with their limited ranks? I think that's the logical half of Hayate's solution to avoid reassignment. However, this opens up the situation to other problems including not being able to go full power in the presence of other higher ups, tattletales and the TSAB equivalent of Military Police.

Set up = Senkai
Safety Relieve = Bankai
PS That's the only other reference I managed to get, other than Skane's Chobit button. Sigh...
Oh and speaking of Pactio, a possible reference might be that the physical reliever keys are Storage Devices, and we know what their sealed form is like. And probably the device limiter worked like the Otome contract system. So Hell why not? Kiss them all, Chro-suke!

All the Aces can do a silent bypass of their releases a la spells used by a certain group of death gods. I'm just waiting for the time Nanoha can bypass the charge phase of DB and go full auto. :D But from what I've seen so far (up to epi 3 that is) the only indication of a limiter is from that prologue, and Nanoha bypassed that wordlessly too. Either that, or RH did it on her own accord.

After reading through this entire thread, and putting conspiracy theories aside, I do agree with Chaos and Thisguy's post.
This seems more like a "checks and balances" system more akin to the U.S. Government. As in the U.S. government, no one branch has more power than the other, and as such, if one branch encroaches to the point of abusing power, the other two branches have specific abilities to stop it or prevent it. It's more complicated and lengthy, but you get the idea.
The military is about the same thing.
Here, in TSAB, originally they had their 3 of their best mages (two S+ and one SSS) in 3 different departments. That was balanced. It prevented three branches (Navy, Ground, and Air) from being too powerful, and seemingly according to what Chaos said above, prevented any form of jealousy from any branch.
Now, with Riot Force 6, Hayate wanted her two best friends in it and the best and most experienced people dealing with Lost Logia to be in it. However, a rather seemingly silly rule in TSAB prevents one unit from being more powerful than any other unit within TSAB. More specifically, prevents more than one S-Rank mage in one single unit. Again, checks and balances.
Hayate, as said before, exploited a loophole where you can have more than one A-Rank mage in the unit. So far we have the Forward Stars and Lightning at Rank B. That's ok. Now, with two S+ Rank Mages, it becomes unbalanced. Enter the Limiters, knocks down Fate and Nanoha to AAA or AA.
As for Hayate, it is mentioned somewhere that even TSAB has trouble controlling her powers, and Hayate agreed with that I think back in Ep.1 where she single-handedly stopped the airport fire. Therefore, I think someone said it earlier that Carym and Chrono are in charge of her Limiter. Think about that... Two people for just one person. That alone should give you an idea on how much power Hayate holds. Thus, in return, she controls the Limiters for two people: Fate and Nanoha.
However, this got me thinking after reading all the posts:

See, in simplest terms, the Special Forces units such as SEALs, GIGN, etc. are specialized teams with what you can consider the best of the best men and women out of the entire military. If real world militaries have Special Forces teams, why doesn't TSAB have one? I'm curious....
If they approved Hayate's plan on forming a specialized unit to deal with these Lost Logia Relics, shouldn't they make at least an exception to the rule?
It should at least do so if they want a quick and timely conclusion to this seemingly new threat.

Just like how it was A's when Nanoha and Fate didn't use just use the third forms of their devices right off the bat and thump the Wolkenritter due to the possibility of severe damage to their devices (which never happened)

still haven't seen this episode, but i know i spoiled myself too far to even surprise myself when i watch the subs for this episode....
as far as the limiter problem...we'll just have to wait and see what it will hold for our three aces...and its true, there has been too many talks about power levels in this season of Nanoha, makes me realize how much the "shounen" genre is kicking in...then again, its a good change to know how strong our heroes are by ranking levels (D,C,B,A,AA,AAA,AAA+,S,S+)

Fate uses a Polearm. A weapon type, that despite being melee, was designed to put distance between you and the enemy.
But still, hacking people with a scythe it is not as "innocent" as blasting them from hundreds of meters away :)

Well now, few more points that I noticed from my 2nd runIt appears that "Suspicious crate that assumed to be a Relic" that explained by Carim, is, most unexpectedly, imported to Midchilda by someone intelligent enough to use port (dimentional-port?) and disguise it as anonymous crate.
Could it be that someone smuggled the freakin Relic into Midchilda of all the dimentions?
Then, Hayate says something like "Strange. Isn't it a bit early for a Relic to appear?".
Does that mean... there's some set time schedule for Relics to be discovered?
Then is it possible that a Relic is not something that extract from soil... rather a product by someone unknown?
Then Carim wraps up with "We must not fail in responding to both Relic incident, and the incident that is expected to come afterward." - which Hayate shows no suprise, seemingly in deep understanding...
Hayate then cuts the discussion, and assures Carim that RF6 is ready for real combat.
All these evidences suggests that there's...A Conspiracy!! :D

I am much reminded by that movie "The Relic", which is still one of my favorites... and it also deals with some smuggled illegal stuff :heh: Which then proceeds to infect an obsessed curator and mutate him into a monster that devours everything inside the museum he works in :heh:
And interesting part on the Relics there. Not quite the first part, since that's happened in the manga before (as the cause of the airport fire). The part with Hayate and Carim is surprising though. I'm not yet sure of what to make of their discussion, but it seems like there's more to the Relics than your average Lost Logia.

I was under the impression that nothing about a Lost Logia is 'average' :heh:
Somehow I'm reminded of the "Lost Technology" from Galaxy Angels :) , every one of them does something different...
...Funny how in Galaxy Angels it's also the girls would did all the fighting and it's the male lead who chills...

So, unless they're stupid enough to let go of it, there must be more than one Relics out there somewhere, causing disaster and moving around.
(Also Relic must survive through all these disasters it caused, if it's only one being...)
Further more is that Fate said "蒐集" for someone's seeking Relic...
As far as my experience goes, I wouldn't use "蒐集" for retribing one and only one item.

Hmm...I am under the impression there are Relics. Didn't we see Acous and Chrono looking over one of those "crystals" in the manga? Not to mention, the talks of "technologies" in worlds that were not supposed to possess them kind of insinuates that these Lost Logias are being "manufactured" and "produced".

I think people are taking it the wrong way.
The TSAB are NOT the ones who wanted to implement the Limiters. It was Hayate who decided to implement the Limiters.
Hayate chose to use the Limiters so as to exploit a loophole in the TSAB's regulations and enable her to form Riot Force 6 with the personnel she wanted. If she did not use the Limiters, Fate and Nanoha would not have been able to join Riot Force 6 in the first place.
About the distribution of talent within the military, it happens ALL the time. As a Singaporean, and as anyone who ever served in the military before will know, the shuffling of military officers every half-year is commonplace (not all of them at once of course, just a selected few at a time).
Before you start accusing the TSAB of "nefariousnesses", be well aware that Hayate is committing nepotism. We are only giving her a free pass because she is a well-intentioned protagonist.

As far as I can tell, Hayate is trying to create a new type of unit within the existing command-structure, rules etc. Hence Riot Force 6, and not unit 1 of some new type of unit. If (or rather when) Hayate can fully prove the value of having a unit like this, I suspect TSAB will create an official new type of unit - eg Special Forces, or whatever, which doesn't have all the current restrictions (probably something that will happen in the final ep).
I wonder how long until (a) the group faces a situation that requires limit removal on Stars and Lighting commanders, and (b) faces a situation that requires Hayate to request her own limiter removal. I guess it'll be quite some time for (b) which is why Hayate is mostly seen behind desk / command station giving orders rather than out fighting in the OP.
