Episode 23 will be broadcasted on 28th march. However, this episode will not be part of the main story of the series.
This is the reason why this episode doesn't have "Episode 23" in its title.
Episode 23 is an extra episode, titled 「夏休みの出来事」 : "Summer Break Events"
As for Episode 24, it has been announced that it will be a DVD-only episode, given with the last DVD release. Much like episode 23, this will be an extra episode (or omake).
EDIT 03/31: On the official site of the anime series, it has been confirmed that the content of episode 24 will focus on Tomoyo (智代編 - Tomoyo-Hen : Tomoyo's Chapter/Compilation). This DVD will be released on 16th July 2008.
Therefore, Episode 22 is officially the end of CLANNAD TV (also confirmed with Episode 21 preview).
However, there is still a rampant unconfirmed rumor, which was also reported on MOONPHASE: there might be a second season for CLANNAD.
That said, there isn't any official announcement yet.
Hence, please do not make hasty expectations or hopes and wait for Episode 23 preview/announcement or the next series announcement from Kyoto Animation.

There is however no clear information when or how long After story will be.
