You'll perhaps need a video capture card?

VirtualDub (http://www.virtualdub.com/) (or one of its descendents) will do you just fine. However, as AST suggested, you will need extra hardware; a video capture card of some sort if you don't already have one.

If you want good quality, and a high resolution, then I'd recommend a TV capture card with hardware MPEG2 encoder (Like the Hauppauge PVR series). With a hardware MPEG2 encoder, you can encode the incoming video signal to a high quality MPEG2 files, without using much or any CPU power. Then you can convert that file to DivX or XviD with virtualdub. (Those cards cost something like $200)

You could choose software encoding, but then you'll need a big CPU if you want to encode at a high resolution (720 x 500something).
