You can find everything you need to know to burn DVD's at http://www.dvdrhelp.com/ (which is the same site as http://www.vcdhelp.com/ )

Short answer: to create a DVD instead of a VCD you need to use different settings in TMPGEnc, and you need a DVD authoring program instead of a VCD one. See that site for details.
