A normal fansub version usually gets video/audio from a TV raw and sub it normally.

With a DVD version, they get the video/audio from a DVD [vob file] which results in MUCH better quality. They usually sub it themselves and do not really stick with the subs per-made on the dvd [if any].

DVD's are encoded using MPEG-2 video at a resolution of 720 by 480 pixels and AC-3 sound (sometimes 6 channels). This yeilds files that are about 4.3 GB per 4-6 episodes.

Fansubs are encoded using MPEG-4 video (aka DivX or XviD) at a resolution of 640 x 480 (these days) and MP3 sound (always 2 channels). The file sizes are about 150 - 230 MB per episode.

DVDs are also encoded by the creator so they have the best quality source. Fansubs come from TV caputures which are encoded to MPEG-4 (which causes a loss in quality) and then subbed and encoded again (which causes a loss in quality). Each time you convert you lose quality, sometimes you can't tell, but most of the time you can. Hope that helps.

But sometimes the DVD tag is just a fancy label to make the release stand out from the others, as in the case of Macross Zero, which only is available as DVD source.

Mostly, fansubs are encoded directly from digital television. But the quality leap between DVD and TV source is not very big when you are down in file sizes such as 150-250 mb. More often then not, the source depends on the skill of the encoder.
