I saw a lot of comedies already and most of them contains alot of cultural references for laughs, something like parodies, word plays and puns, and other cultural references. I am looking for a universal laugh, aka even when translated into different languages to different culture, anyone could get a laugh at itwithout altering the original meaning.
Something like - FMP fumoffu
and the main genre has to be comedy.

I would suggest:
Irresponsible Captain Tylor - about a Captain Tylor and his crew messing up in a galactic war in every unexpected possible way.
Tengen Toppa Gurren Lagann is an excellent watch in itself.
Great Teacher Onizuka and Gokusen - school comedies that makes sense (in fact), and are a great fun.
Nadesico doesn't need much reference to truly be enjoyed. School Rumble has some cultural references, but it's still an easy watch.

Golden Boy has very few references (a lot of the humor is visual and almost of the jokes are dead on funny if you don't mind ecchiness) from what I remember so that might be a good one to check out.

Abenobashi Magical Shopping Arcade parodies a wide variety of popular media, most of which you've probably seen like RPG video games, film noir, sci-fi epics, kung-fu movies, etc.
Jungle wa Itsumo Hale nochi Guu portrays what happens after a very strange young girl upsets the happy jungle life of young Hale and his mother.
