some of my favorite shows are shows where a young girl is in school and stumbles across her powers.

-card captor sakura
-gakuen alice
-my Hime/my otome

is there any more of these out there?
maybe with a little hint of cute romance too:)

Nanoha would seem like an obvious choice, if you haven't seen the original series.

Mahou Shoutengai Arusu ("Tweeny Witches" in R1) has some of this flavor, though the underlying story has its roots more in Alice in Wonderland than in magical girl shows like CCS.

In Windy Tales (http://www.animesuki.com/series.php/482.html), an unpretentious little show from Production I.G, middle-school girls discover how to manipulate the wind (as do some adults and some cats as well).

Erin (http://www.animesuki.com/series.php/1363.html) doesn't really have super powers, but she does have abilities most other humans in her world don't possess (also on Crunchyroll (http://www.crunchyroll.com/erin/)).

The licensed Someday's Dreamers, and its unlicensed sequel Mahou Tsukai ni Taisetsu na Koto: Natsu no Sora (http://www.animesuki.com/series.php/1254.html), take place in a world where some people have magical powers and attend special high schools where they learn how to use these traits to assist the rest of humanity who lack magical abilities.

Noein is more science-fiction than magic, but the central girl does possess an unusual ability that places her in the center of "inter-dimensional" conflict.

Of these, Sora has the biggest dose of romance. Noein has romantic overtones, but they're more complicated because of the nature of the plot. There are also hints at romance in Erin, but they come quite late in the show and aren't central to the story. The other two shows really don't have any romance in them at all.

It's old school, now, but the "Pretty Sammy" OVAs in the Tenchi Muyo universe would also meet your guidelines quite well.

I'd suggest Ayashi no Ceres (http://www.animenewsnetwork.com/encyclopedia/anime.php?id=12). It has romance as well, but it is a more mature series than some. There is both a manga and an anime. I preferred the manga, personally.

I'd also suggest Code E (http://www.animenewsnetwork.com/encyclopedia/anime.php?id=7617), which not many people have heard of, but I really liked it. ^_^ Telepathy Shojo Ran (http://www.animenewsnetwork.com/encyclopedia/anime.php?id=9141) also may have what you are looking for.

But the #1 series I would probably recommend for you would be Gakuen Alice (http://www.animenewsnetwork.com/encyclopedia/anime.php?id=4543). Unlike the other two I mentioned, the main characters in this show are much younger and attend an academy just for people like them, who are discovering their powers. It's really cute and good.

Oh, and there's always Sailor Moon, I suppose. Haven't seen it myself, but it does seem to fit your description.

In the same vein, Zettai Karen Children. From the same director and animation production as the first season of Hayate no Gotoku, it got the same referential kind of humor, and a very, very interesting story and characters to couple. Not to mention that we got Hirano Aya, Tomatsu Haruka and Shiraishi Ryoko voicing the protagonists.

The story center around a world were esper powers are common and ranked, in a similar fashion to the To aru series. However the approach to the story is more reminiscent to that of X-men with its own original elements.

That said, the characters have powers from episode 1. The story is more about coming to terms with one powers in a society that discriminates against them.

Actually, I'd recommend Zettai Karen Children to all the people who are currently following and liking To Aru Kagaku no Railgun.

If you like magical girl, you should try Full Moon Wo Sagashite, it's a great anime/manga in my opinion.

Princess Tutu is really good.

You can try Nanoha too.
