i need a good cging tutorial ^_^

Im sorry for starting a whole new thread for this but i was wondering whether anyone could point to some kool online tutorials for learning to cg ^__^ or maybe someone will make a tutorial but either way will be fine. Sakura reccommended bakaneki.com but that uses adobe photoshop...i have paint shop pro, are they really similar or summin? (im working on getting adobe photoshop). O yeah i was reading a tutorial on baka neko "Create a new layer and choose a name for it - since the first color that I wanted to apply was for the skin, I named this layer 'Skin'. Make sure this layer is below the line art layer." how do i make sure the skin layer is below the line art layer? anyway thanx ^__^
