Twintail Girls Catalogue
Quick look at the list and seems I totally missed another twintail I shouldn't have, Edy Nelson from Valkyria Chronicles.
can't believe I missed her when I mention Alicia, I hang my head in shame.
oh and like I said before Shinonono Houki is indeed a ponytail and not twintail.

Seriously, I started a list when I first joined this group, didn't post it right away, the size of the list has doubled... and nobody on my list has been touched! So here ya go, let's get this thing bulked up some.
I'm not going to try and add these to the master list since I'm not entirely clear on all the terms. Will provide links to images whenever possible, but I'm not going to stick 30-odd images onto my own imageshack account. Linking to actual pages since hotlinking straight to images is rude. Please feel free to put images up locally.
Let's begin with a serious classic:
Asuka Langley from Evangelion (like I have to tell you that)
Not always obvious because they tend to blend back into her long hair, but the first shot there clearly shows the hair on the top of parted and pulled into proper tails. Heck, her tail-holders are almost iconic, as they match her plugsuit.
Classics part II:
Koalla Su from Love Hina
Typical big puffs high on side off head, with ribbons. Ribbons are srsbznzz.
Classics Part III:
Sasami from Tenchi Muyo
They don't get much more obvious than that, folks.

Don't let the bunny ears distract you from the mad tail action.
Two of my personal favorites:
Utau Hoshina from Shugo Chara
Yes, twintails are wintails (nice cosplay too).
Amu-chan from Shugo Chara
her signature hairstyle is single pufftail. Scroll down and you'll see her twintailing as Amulet Clover, Amulet Dia, and wearing that goofy royalty outfit. There are shots in the show with her wearing short twintails with her standard red-and-black X tail holders.
I didn't realize this until now but...
Yaya Yuiki from Shugo Chara
The bows are overwhelming, but there is tail action there.
And just to kinda round it out...

About 2/3 of the way down the page. Holy crap, there's pics of all 4 of the twintail charas from Shugo on that one page. Score! No wonder I like this show...

Second pic down, lower left. Heheheh, such a funny shot, not taking this one too seriously. Although, in all fairness, doesn't he deserve a partial? He looks so cute in that shot, and they're true proper twintails down to the little red flower tail holders.

Moar grey hair FTW. Yanno, usually I'm not attracted to the pre-pubescent looking characters (pedo=squick), but something about Gretel is hot. Maybe it's the fact that she's wearing nothing but a short skirt under that apron, or maybe it's shots like this... brrr.

Hard to find a good shot of her, but it's clear from the anime that a: there's a pair of tail holders at the back of her neck, and b: the twin tails stick out sideways like a reverse handlebar mustache, so it's not just a case of wearing hair clips.

Finally, I have a few that may or may not qualify. Offering these up for discussion.
First was Ruri from Nadesico. She's on the list now... but for shame! Ruri is the ultimate archetype of the gray-haired loli who is smart but quiet and moody. One of my all-time favorite archetypes. Okay, I like Felli from Chrome-Shelled Regios better, but Ruri is the original... and she was almost missed. Hmph.
Ranka from Macross Frontier
(scroll down about 1/3 of the way for much green-haired twintail loli)
Here's the thing. The two puffs on hair on the side of her head stick way out. The silhouette is definitely twintails. The trouble is that there's no tail-holders there at all, and in fact sometimes it just looks like she has dog ears. I vote twintail, just a really weird design, based on the fact that in the source material we see shadows on the rest of her hair from her tails.
Getting really obscure now:
Haruko Mikogami from Sky Girls
Scroll down to bottom, blue hair in center. One of the mechanics in the show. She might get less than 5 minutes screen time total in the entire series, but she's legit twintail. Let no tails go unrecognized!
Sometimes maybe twintailed:
Alice from Pandora Hearts
The trouble with this girl is that in the anime she doesn't have tails (at least from what I see of screenshots). Basically she has Suiseiseki's hairdo with thin braids added. However, careful eyeballing of google image search shows that in her original form she has classic side twintails:
As those are attributed to the artbook and the mangaka directly, and both show her in unquestioned twintail form, I think she qualifies. Is too bad the character designer for the anime doesn't properly appreciate the twintails.
Probably not but what the heck:

At first I thought she was sporting the twintails, but upon closer look it seems more like an example of bizarro-perm. Opinions, fellow tail fans?

Ah, like Nobu-chan's hairdo from Lovely Complex. One of my personal faves, because it gives the girl's hair this fun puffy look without being unrealistically huge. Can be hard to figure out sometimes though (I had to rewatch three eps of LoveCom to be certain that Nobu was in fact sporting twintails. The things I do for the sake of the tails).
