Xp i highly doubt something like that would happen, regarding Laevatein. But, your theory is not that far fetched, maybe someone else, like maybe reinforce I, to guide Signum and push her through. Something I imagine more likely to happen. Yes, if I must say so, Houki's IS is more suitable for Signum's use, a bit bulky but usable nonetheless. It's too sad that we could not see Chifuyu's IS, it would have been purely awesome. Chifuyu matches Signum's personality perfectly, the stoicness and the slight dere now and then. In this series however, Chifuyu only shows her dere side to Ichika, her younger brother, rarely does she show it to others though. Her voice is almost close to the same pitch that both Signum and Lamia used but since Chifuyu was voiced by a different voice actress, one can't expect much, but it was damn close!
I'm practically addicted to Chifuyu at the moment, but that doesn't mean Signum's still not at the top. Signum is still first, but Chifuyu and Lamia are either third or second behind Signum.
Houki is a typical tsundere, somewhat similar to Rin Tohsaka from Fate/Stay Night. Tohsaka likes to show stoicness and strength but tends to lose it easily as well, showing her dere side more often than not which makes her a tsundere as well. So to compare, Houki is more like Tohsaka than she is like Signum. She has no where near the fortitude Signum has compared to Chifuyu.
