1/ That could mean something romantic, but not inevitably. That could also be to make sure she will not leave zero/lelouch when the OotBK will leave Lelouch. If she knows lelouch, if she likes (maybe loves) him, she will not leave him. But that doesn't mean lelouch will love her, keep that in mind.

2/ Living with kallen and lelouch? That will not happen. An ending with a mentaly retarded C.C. will be so crappy that it can't happen and she is still in the geass plot. Mark my words. She could die, she could live. There is also a sign that the queen (kallen) will not be here by the end of the series, because on the chess game from Ep16, the black king stands while the white king and mainly all the white pieces are down. But the black queen is down too. Some people can see a lot of bad things for C.C. but are often blind about what could be bad for Kallen.
