I disagree, even without her memories Moe!C.C is making a strong case for herself and with her memories she'll be the clear lead I feel. The first time Shirley revealed she liked him, he considered killing her when she learned his identity. And despite everything, he was still confused about how he felt about her even after the end. He liked her, I don't think he loved her though, and that's just how it was. And for some reason I'm like Dann in that I think while C.C and Lelouch are definite possibilities of going out in the end (together I might add) I think Kallen is most likely to survive in any case.

The next key thing is what is going to happen with the eventual Kalulu reunion. Then i think i say we have the edge. Until that is CC regains her memories. then it be a FFALL again lol. I was pretty much like this with TTGL and it didn't lose it's purpose. I was both incredibly depressed and incredibly happy with that.
