Where are you trying to make a thread? Some parts of the forum are restricted, so you can't make a thread only reply to existing ones. If you wanted to create a thread in say the General Chat section you would click on the new thread button:

Just wanted to tell you that your sig is against AS rules. While the size of the sig is good, the file size is much bigger. It should be under 50kb where yours is over 1000 kb. Also noticed you are using sig rotator, which is also against rules and btv all of your other sigs are also against the AS rules.
