The way it's said in the image is still referring to your country, and your politics, rather then at the individual level. I'm not sure of the context where the image is in, as I'm not sure I recall the show in question. If it makes any difference, most people have a positive view of say Obama, or NASA, and with the exception medical care and your gun laws, the way you do things internally. The problem is, even if international confidence couldn't be higher with Obama in the office, things done aren't so easily forgotten, nor forgiven. So when say the word "American" anything is used, it's like a disease description; ie. some sickness/sick in your political system/thinking. (When a sickness is specific to a region you usually call it by that region's name.) In particular your republican party isn't viewed too well. I'm a pretty political indifferent person, and let's just say even I would worry if they ever make it back to leading your country.
That being said, as I pointed out before I only have an issue with racism being used. If you say just call that image for what it is "stupid asian stereotype nonsense," I would have no objection.
