I consider those theories unlikely. The terms he was using simply indicate that he thinks her bloodline is impure. While "mongrel" is used most often for dogs, all it really means is that the creature in question is of mixed or undetermined parentage. And "pup" is just a derogatory statement about her age. He's calling her a bastard child, too young, inexperienced, stupid, and ill-bred to understand things the way an older, more experienced, and properly-bred person (obviously like himself) does.
Since I'm here, the first volume of The Memories of the Sledgehammer manga has been released in the US. While a fair amount of it is in flashback, the manga itself is set three months after the end of the last Dance volume, so it is chronologically a continuation. The Bund is still recovering from the attacks and Telomere's occupation. Many of the fangless died in the fake Mina's attempt to excavate the Cradle under Mount Fuji, including the father of those three children we see semi-regularly. Mina is having trouble trying to run things having lost both Vera as her aide and business manager and Borgiani as head of the intelligence division. Her maids; Nelly, Nella, and Nero; are attempting to fill in for Vera with limited success. No information is given on who might be taking over in intelligence, although I hope that a certain gothloli who was recently focused on in Dive in the Vampire Bund might step into the position.
The biggest focus is on Councilor Gotoh, who resigned her position as abmassador to the Bund due to the issues near the end of the last volume, but thanks to popular support of her and Mina having pretty much saved Tokyo, is now running for a seat in the house. Some anti-vampire fanatics are trying to kill or kidnap her due to her alliance with Mina, and somehow her past and Hama's past together play into all of it.
