No, I don't recall that being the case, and Eiko is not the dragon mother.

Unfortunately Ash isnt a proper Arch-dragnar. His armor isn't "proper". Arch-dragnar gets a special made armor just from them by their Maestro. It's original.

Eiko on other hand took bits and pieces from the past armor and gave it to Ash. And Ash can only wear it for a limited time. So he can only trn into a "Arch-Dragnar" for a limited time. Hence Glenn(Veronica's Knight) says that it's not a proper Arch-Dragnar.
