Possessing an artificial metal skeletal frame and artificial muscles, genetic adjustments/alterations and a Linker Core regulating/tuning program unit implanted within, they possess a high combat strength/ability.
Thus Subaru, Ginga and all the Numbers were born as these [Combat Cyborgs].

Enforcer Teana Lanstar/Lanster (CD 2, track 18)
The fact that her personally selected aide/adjutant was guilty of crime was extremely surprising/shocking. Though Teana was able to personally avoid serious censure/punishment after obtaining Runessa’s confession of her crime/plans, the entire affair for [Enforcer] Teana personally was a painful experience.
After a short period of self imposed leave followed by a longer period of reduced duties/responsibilities, Teana once again returned to the undesirable (alt trans: avoided by many Enforcers) [Violent Crime Section] and to full active duty.

(Note: This ‘short period of self imposed leave’ is an extremely Japanese custom. After making a serious error or getting caught in a scandal, the responsible party will apologize, go for a period of self imposed exile/resignation and then return to active duty slowly (usually at a lower rank) as a way of making amends. A good example of this would be the current Japanese PM Naota Kan; when he was accused/caught in a scandal in 2004, he resigned his position and went on a pilgrimage as penance and then returned to his party. )
(Note 2: 「凶悪事件担当」Though I used ‘Violent Crime Section’, it is best to clarify just why a lot of Enforcers would avoid this particular duty. This is the section that deals with stuff that can really scar the soul. I’m talking about child murders, serial killers, human trafficking, etc. 凶悪 = kyouaku: atrocious; fiendish; brutal; villainous. The word has two kanji, both meaning ‘evil/wickedness’, in it together to helpfully tell you it’s pretty bad.)

It doesn't always have to be that long - she might well have been out for a good six or eight months, and then returned to her work.

Tellingly is her choice for missions. Basically she's in the Midchildan equivalent of the Special Victims Unit...you know, I think she's a Vita-In-Training. Her brother got killed in a mission and posthumously lambasted for failing his mission? She points herself right at the Bureau and is going to be the best, by quitting the top-level stuff she was in and going to the bottom and working her way up. Not as strong as Nanoha and the others? Points herself right at her goal and charges forward, making mistakes yes but bullheaded enough that she is by god not going to give up despite the worst conditions. Now she's confronted with jobs that the Bureau mages don't want to do? She points herself and takes a right up stampede at it. After she "falls down" over Runessa, she gets right back up and goes for it again.

That's one tough lady. I daresay that, lacking Graf Eisen, she'd headbutt Mid-Childa into oblivion if it stood between her and something she decided to do.

Starlight Breaker (CD 2, track 17)
[Accumulatory Cannonfire] which gathers mana in the surrounding area, then reuses and releases it. One of Teana’s ultimate/greatest bombardment magic, still currently in the midst of perfecting it as one of her trump card.
Teana’s weakness is that she is not blessed with an abundance of mana, thus this was one potential answer to compensate for her lack of [overall/absolute fire power]. Not only does this compensate her weakpoint but it also has the potential of a [one shot kill].
Presently incomplete, but has managed to reproduce the basic/fundamental form and kept/borrowed the same spell name of her Combat Tactic Instructor’s favourite magic. (Personally, though many are awed/intimidated by the name, it’s only remained the same because she hasn’t come up with an alternative name yet)
Sooner or later she’ll come up with her own personal take on the spell after she successfully perfects it, then she will receive a new name for it when she succeeds/inherits [the Starlight] from her teacher.
(Trans Note: Wow, okay, the Japanese text makes it seem like one of these martial arts movies where the stern teacher (Nanoha) passes on her secret ultimate technique to her disciple/student (Teana).

Geez, just from that I got the image of whenever Teana attempts to pull that off, Subaru magically appears to block the enemy from intefering with Teana and then magically disappears when Teana fires it.

Yeah, I was pretty surprised to find out if you read the booklet, the ending was pretty much spoiled. But remember there was a warning saying not read past a certain section because of spoilers.

As for number 2... well, it looks like she was already dealing with pretty hard cases even before the Mariage case. In fact, I think she even complains how always dealing with really nasty cases and that's all she gets. I don't think it was a choice at first, it was probably a one time thing and then she found out no one else was doing it so she didn't complain when her second case turned out to be nasty too.

That being said, it would not surprise me if deliberately took the nasty cases by choice. The Japanese text implies she 'returned' to duty with the terrible cases, but it never mentions if she chose to take them in the first place or if it just got shoved on her.

Subaru Nakajima (19)
CV: Saitou Chiwa
Currently a Fire Sergeant/Leading Private with the Harbor/Bay Security Forces'. (alt tran: coast guard)
When she was young, she was rescued by Nanoha after getting trapped in an airport fire and thereafter she aimed to become a Rescue specialist herself.
She then joined [Mobile Six] and became a student of Nanoha, after the decommissioning of Mobile Six she fulfilled her goal/dream by joining the Special Rescue Squad/Team.
When on the job is she completely professional, but privately around her friends she’s the same/merry as always.

Teana Lanster (20)
CV: Nakahara Mai
An Enforcer/Commissioned Officer with Headquarters.
Has been with Subaru since their time at Training School and until the decommission/demobilization of Mobile Six, has always been paired/partnered with Subaru in the same team.
Was the leader of the [Forward Team] which consisted of Subaru, Erio and Caro.
Lately, she has been unusually easygoing (alt trans: easy to get involved with). It’s probably thanks to the influence Subaru, Caro and the entire Nakajima family has had, but she herself doesn’t quite know/recall how it happened.

Erio Mondial (14)
CV: Marina Inoue
Works at the Remote/Frontier Nature Conservation Corps as a dragon rider Knight.
Fate is his guardian, and has a sibling like relationship with Caro.
Recently has been increasingly showing off to Caro, but it seems Caro enjoys it, Fate and those who looked after him first are smiling rather knowingly and thinking/wondering if that’s all there is to it or if there’s more. (bad trans: Jap text: 近頃ますますキャロに振り回される日々が続いているが、キャロが楽しそうなのと、フェイトをはじめ見守って くれる人達がにこにこしちるので、まあこれでいいのかなと思ったり思わなかったり。)
Lately has gone a growth spurt (alt trans: has grown in height a lot).

Caro ru Lushe
CV: Mikako Takahashi
Is a member at the Remote/Frontier Nature Conservation Corps. and work as a dragon summoner. Has left her beloved familiar/dragon Fried at home today.

Because Erio is stealing her share of height (according to her), her height has remained the same (alt trans: she hasn’t grown in height at all)
She worries that the young Vivio is going to be taller than her soon and it makes extremely worried/self conscious.

Fate T. Harlaown (23)
CV: Mizuki Nana
An active duty Enforcer for the Bureau. Just like Nanoha, she is participating as a guest commentator as she had been involved in the incident (depicted in the movie).
Is pretty busy looking back at her memories, and is embarrassed/shy about her past self.

Takamachi Vivio (10)
CV: Kaori Mizuhashi
Takamachi Nanoha’s only daughter, currently a fourth grade elementary student at a Magic Academy.
Gets along with the Forward team and everyone else. Knows Nanoha and Fate’s personality very well, enthusiastically/cheerfully participating in the commentaries.

Takamachi Nanoha (23)
CV: Yukari Tamura
Currently 23 years old and currently active duty/working as a magic teacher/instructor for Air Combat Tactics.
14 years ago, she and her best friend Fate fondly recall how they met for the first time, participating in commentary.

(Note: I can't believe I have to do this. God damn it people 親友 【しんゆう】 = shinyuu (n) close friend; bosom (old, intimate) friend; buddy; crony; chum; (P). I can't change what's written in the goddamn booklet. No it doesn't say lover, wife, fellow co parent, etc.)
