You need to know your upload speed. Then use this page, http://azureus.aelitis.com/wiki/index.php/Good_settings, to help you find the right setting. Although its for Azureus, it should work for any other BT client since they're all BT.

Oh and I'll recommend changing your client too.

Ya mayb i will change to azureus but i'm downloading anime halfway. Anyway this is my speed test help me see thanks.

I'd set the upload rate to 25 with that setting.

So how many kb usually i can get with this speed?

It all depends on the torrent health, but getting 100~140kb/s dl would be normal if the torrent is in good health.

So how much upload rate shall i set? my bandwidth: 448

Speed test sites measure in *bit/sec
BitTorrent clients typically measure in *byte/sec

There's about an 8x difference between the two.
