I don't know any provider in Belgium who restricts the internet connection in such a way. In the past I know Telenet restricted the ports 1..1024 because lots of their users had no clue that ports...

I installed Visual Studio Express (~4GB), Opera 9.5 and a few other apps recently without problems. It's really a firefox issue.
