Yes! I think that's the most accurate definition for anime I have ever read. Yes! The difference between anime and cartoons is not where its made, but for what audience it tries to target.

What your doing is perfect for your type of story. romantic comedy is filled with cliches but that's what makes it funny and cute sometimes.

Fan made ones definitely have low expectations since what you said, no budget (,no time, no manpower!)

from what I've read cartoon series are animated at 1 drawing per 3-5 frames and run at 30 fps on a TV.
This equates to 6-10 fps animation quality. I guess anime and cartoons don't differ that much...

Yep. Anyone can make anime as long as it follows the general look and style of anime or else its just a cartoon in my opinion. Anime to me implies a greater quality of work.
