That's probably true, though it would be quite a twist to have Zoro fight and beat Mihawk, only to learn that Shanks is really the best swordsman and then another fight is setup.

I have to agree. I'm sure that Arlong would have had a higher bounty if he wasn't paying the marines to keep more of a blind eye. And I'm sure that Dorey and Burogy would have a higher lower bounty...
