Try getting NSAOut from here (http://nscripter.insani.org/sdk.html), then running it on arc.nsa in the Japanese Umineko folder. You may have to use a DOS prompt.

You should work on a larger image size; there's not much point in vectoring a screencap at its original resolution. Most vectors are wallpaper-sized (meaning 1600 times 1200 pixels) or larger....
