It's hard to say because you don't play as a single character, normally the tag engine can fix a lot of characters, rosa is pretty weak but so is siesta I have found both to be even weaker than...

I find dash cancel to be very useful on block and there is always the situations in which you don't want to swap characters as the other guy could be waiting for a swat to meta/super.

It's a buff because it only breaks the guard bar, so you get the same advantage, and by making it only shot it will not shorten the meta world (I hope that's what this means).
