While I'm not sure about the feasibility of Powered Armour (for example, what is it powered by?), general regular armour of the metal plates variety may well have existed in the Nanoha-verse, the same as ours. We do know that they have physical shields.
As for why nobody uses it, probably for around the same sort of reasons nobody wears plate armour these days, as well as the anime tendency for Less Is More clothes-as-armour. I mean, I'm looking at Schach's Barrier Jacket and I'm wondering how practical it would
be, much less Nanoha's Barrier Jacket. I mean, Subaru's Barrier Jacket exposes her belly, which would otherwise be a big SHOOT HERE sign.
