For the circular letters, you just have to copy that layer then do a
transform -> rotate 45 degrees. Then repeat the steps 7 more times until you have 8 layers for each letter.
For the scrolling text, create a layer of repeating text with equal spacing, then duplicate the layer (
one for the top, one for the bottom).
Next make a new frame then nudge the 2 text layer in the new frame until it looks like this:
Tween the first frame into the second for the scrolling effect.
