Tony can best be described as “proper” though “cool” wouldn’t be out of place either almost always respectful and very rarely angry or vengeful so much so that people that know him consider such displays of anger almost unnerving (and said displays often end rather… badly for the trigger). This detachment has made him a natural leader and able commander able to assess situations and find solutions even against seemingly impossible odds. He respects all men he leads and values everyone’s contributions toward successes though he has no tolerance for incompetence or true cowardice.
He also tends to focus on performance over most other things and so he also has a rather remarkable tolerance for eccentricities so long as the person dose there job well. Calling him outgoing or gregarious wouldn’t quite fit though as though he tolerates difference well he’s acutally fairly conformist and traditional himself. Even so most people he meets seem to form a high opinion of him almost immediately this effect is something of a mystery to his troops as despite his sometimes awkward social interactions he still seems to get by and make good impressions. His propriety and respect for nearly everyone are the likely reasons, but these things are largely beyond the grasp of many of the more gruff men he leads and so it continues to confuse them.
In combat Tony is pitiless, but not merciless a sob story is never going to stop him completing his assigned task, but he’ll always seek to minimize the damage he causes in purist of his goal and is never intentionally cruel. He also values the law and rules rather more highly then many around him and will normally strive to uphold them. That said he’s rather willing to disobey the letter to uphold the
of said laws and orders.
He also has a somewhat rigid moral code, not one many people would endorse, but one he adheres to and that guides his decisions (particularly about disregarding orders). His outlook is very much about the good of the many and the ends justify the means. One thing he places above almost anything else is the safety of his men. If he has any major fault as a leader it’s being perhaps rather too willing to endanger himself to protect them; perhaps not quite realizing he’s rather more valuable as a leader then as a another shooter in some circumstances. This earns him respect from those he leads though it’s also led to several instances where they’ve had to tell him to sit down, shut up, and let them do the heavy lifting.
Tony’s style is well balanced, but leans more toward ranged combat even so the better part of two decades of experience means that even if things get close he’s no slouch. He has an Ice affinity and uses this mostly on the defensive Ice users are often noted for having rather good defense and somewhat middling offense and speed, he’s better then most in the latter two but he still couldn’t shot it out with Nanoha or chase around Fate, but he could tank better then either in most cases.
His style tends to be to avoid the biggest stuff, shrug off the smaller stuff, and hit back when he can using his good defense and tactics to outlast and outmaneuver most foes. He’s also quite astute and has seen allot of styles over the years and so it’s quite adept at reading his enemy and finding weak points to exploit as well as covering his own.
A fairly plain white overcoat with blue highlights over top of a plain long sleeved shirt and pants that resemble slacks, acutally rather similar to Nanoha aside from swapping out the skirt for pants. (Don’t blame me blame the guys that painted his Jet White and Blue…
) This overall color scheme is maintained across all forms though the specifics change slightly in Active mode the coat is ditched leaving him with just the shirt and pants, in Strike mode the coat becomes more of an armored duster and the jacket and pants are padded out with what looks to be soft armor, knee pads are also added.

A spear topped with a somewhat oddly shaped head which varies its shape between modes.
The default form when engaged it balances most of the devices traits and can do most things well, but nothing great.
The heavy duty shooting form it unlocks Ciphers best ranged attacks and increases his shooting power at the expense of speed and maneuverability. The Spearhead bulks out in this form but remains roughly the same shape.
: A third form it has reduced ranged potential but increases speed and maneuverability as well unlocking Ciphers handful of melee attacks. In this form the Spearhead grows several knife like protrusions from its sides and can project a series of energy blades that vaguely resemble a Yari.
Blue Eagle is something of a family heirloom having been in use for at least the last century or so though it’s been modified by it’s various owners so many times it’s difficult to say what it looked like when built. Tony continues that tradition having made fairly extensive mods around fifteen years ago to incorporate a cartridge system into it. This system is one of the older models that would be largely classed as unsafe today. To somewhat alleviate this Tony normally uses slightly down rated cartridges in it to minimize feed back, but he always has some full power ones on hand just in case.
The device is as mentioned rather old and has been in fairly continuous use for the last century or so as such it has a fairly extensive history and a rather developed personality for a device of its type. It tends to speak with an inflection and manner rather like a wizened old man and tends to be somewhat conservative as well. It often addresses Tony variably as Boy, Kid, and variations there of and he intern has been known to refer to it as “Old Man” on occasion.
Forming a simple wall of ice makes a surprisingly effective shield against many sorts of attack ranging from bullets, to fire, to electrical discharges, and even various sorts of radiation. The depth of the wall needed varies with what it’s trying to defeat obviously (it should be noted that’s it’s always less then normal ice would need though owing to its magical nature). He’ll also often slant it against incoming kinetic rounds taking advantage of the increase in apparent death this produces.
This spell is highly adaptable and can be deployed as walls, partial or full domes, etc it basiclly serves as his all purpose defensive spell and comes in many variations as by simply varying the thickness or specific properties of the ice the spell can fulfill most defensive needs. Though the "wall" always appears to basiclly be just ice the various versions o fit are acutally versions of various kinds of the standard magical defenses with an added physical element. This makes them more resistant to various sorts of attacks basiclly by default and much more resistant to physical impacts. Despite the differences though whenever one of these spells is engaged it’s still just announced as “Ice wall”.
Normal ice isn’t exactly the greatest of penetrator, but it can still damage unprotected flesh (something surprisingly common on mages…) fairly savagely. More so when it’s magically projected at speeds similar to pistol rounds in pointed fist sized chunks… When magically reinforced to give it a density more commonly associated with steel even many sorts of armor start to run into problems. These are guided and though the exact number produced varies 6 to 8 is fairly common.
Ice Bullet Barrage
A variation of the above it summons up a storm of smaller unguided projectiles and launches them at there target more are produced as they’re fired as long as the spell is maintained. It’s used to lay down suppressing fire or attack groups of weaker enemies.
This is much like the above expect this bolt is slightly larger and explodes violently at a preset point a common tactic with it is to fire it past enemy shields an attempt to hit there unprotected back with the resulting shrapnel. It can also be fired through windows and such to clear rooms or just lobbed at groups to force them on the defensive.
This spell can only be targeted on the ground when used a large number of jagged ice crystals erupt from the targeted area, razor sharp these are meant more for impaling then binding. The area of effect is variable though normally under about 20 meters.
A melee spell when the point of Blue Eagle is rammed into the target a shaft of ice is formed at the tip and driven several feet into the target with incredible force, can also be directed to the sides if it’s more of a bash then a stab...
Mostly a Buster spell with flashy special effects deploys a giant beam of ice. Though the look is largely special effects it’s not totally so and anyone standing near it even if not struck by the blast experiences positively frigid temperature standing water freezes basiclly instantly and anyone unprotected that doesn’t quickly gain distance can look forward to some lovely frost bite. The target if struck meanwhile can look forward to not only being pummeled by magic damage, but also exposed to temperatures so frigid frost bite is basiclly assured on any exposed skin and hypothermia is likely if they where exposed for more then a few seconds.
Similar to Artic Blast but worse (better) in just about everyway it requires either A. Freezing temperatures and Significant Power up time, B. Ambient Magical Collection, or C. Cartridges, lots of them. The Blast produced is insanely overpowered and basiclly freezes solid anything vaguely near the beam and not protected magically. If fired at full power with intent to kill it freezes the target in a manner about like being dunked in liquid nitrogen… Needless to say this tends to be rather fatal to living beings. It can be powered down to “merely” inflicting grievous total body frostbite, but this is not the kind of thing you toss out unless you intend to inflict some serious pain.
Fairly standard flight magic aside from the fact the user sometimes sheds snowflakes at dramatically appropriate moments…
A fairly standard speed boost accompanied by a gust of chill wind from the users back which for some reason they themselves never seems to notice…
This can be used for various purposes, but it’s most common combat use is that he’ll deploy it on the ground to trip foes and put them off balance. The ice conjured this way is unnaturally smooth and unless the target happens to be wearing spiked boots it’s extremely difficult to gain traction on. He can also use this power to conjure many ice crystals in the air dropping the temperature drastically and increasing the moisture content, combined this can create and instant fog bank providing good visual cover, or if you just need some ice cubes for you’re drink it can take care of that too.
Forms a block of ice over the point of Blue Eagle this ice is specially made soft and fairly weak so the enemy’s weapon will dig into it, and more importantly get
in it. Used to manhandling and controlling enemy melee weapons if the ensuing tugging match looks to be disadvantageous the ice is simply dispersed. That in itself can be useful as the suddenly lack of resistance can throw the attacker off balance and surprise him.
As with a number of Ice users Cipher also has a rather nice selection of binds he can use to immobilize or slow foes by doing things such as grabbing feet or freezing there arms in place. This needs to be done carefully though as encasing say an arm in solid ice in a cold environment where it won’t melt quickly can easily cause frostbite or worse cut off blood flow and let gangrene set in. Placed over say the head it could easily be fatal, assuming the target isn’t wearing some sort of sealed helemet or lacks someway to quickly break the ice off.
Anti-bind or magic defense that prevent the bind from taking to begin with can counter this, but once acutally deployed these binds are also physical in nature so counter spells that merely disperse the magic used in them will still leave the target stuck in/with a big hunk of ice.
He has a number of versions but all are fairly standard and diverge mainly in what they cover and where they come from. The main variation being if they directly target the victim or come from the environment and attempt to “grab” them, the most common of the later is of coruse grabbing at feet after forming on the ground while the former is normally say targeting an arm or shoulder directly to try and lock it in place.
