I think that's just shadow, behind the Code Geass logo. Usually dark patches (like from lack of sleep or lunacy) are rougher, sketchier. Those dark areas are pretty smooth and they match his other shadows.

The shadows are what I'm referring to, the shadows on his face and the expression combines to make a dark, foreboding look. He could just be fighting Bismark or somethng and I'm overthinking it, though.
