Yes, the distance between the hub and you makes a huge difference with DSL. When they first set it up for me they actually made a mistake and hooked us up to the wrong "hub" so our speed was rather pathetic. All they did was hook us up to the correct hub which is about 2 houses down and now it's fairly decent.
1.5mbit dl / 512 kbit ul for about 30 bucks canadian.
