Depends on the tank, US tanks have some rudimentary stabilization on there guns and could fire on the move somewhat better for instance. Accuracy was very variable though and it was very much dependent on the gunner really. Most tanks could fire on the move, but accuracy wasn't very good and stopping was preferred if possible.

That said it did happen at times:
