the government owns the land.
what i mean by no default owner is that in a case where the ownership of a piece of land is being contest in a court of law. The state does not became the default owner, the state cannot collect rent or issue eviction orders.
the state State cannot assume ownership of the contest land until it has
proven that there are no legal owners.
