Have to disagree with that. During the first 6 episodes of R2, one can make that assumption. After turn 7 to the end of R2, we all saw the change in Kallen's feelings(For Lelouch too). Which was an part of her development toward Lelouch(understanding him as well).
Very noticeable during turn 19 for both characters. Turn 21, Kallen wouldn't move on from him without an answer. Not something she never said before when Lelouch was still Zero. And turn 22 completely throws Kallen looking at Lelouch as Zero out the window when he became emperor.
