That's another reason why I think it was a bad idea to have the OAV's focus on the very beginning of the Magic World arc. After seeing pictures of the third OAV, it's obvious that with the exception of Yue's storyline (which will receive its own OAV), SHAFT is cramming everything in the awful "Let's separate everyone" portion of the Magic World arc into four OAV episode. Sure, this does mean that Nodoka-chan will likely show up in the fourth OAV episode. However, the sad truth is that the Magic World arc is not something that can be completely told with just five OAV's and a movie.
To me, I've felt that the better aproach is to summarize the "Let's separate everyone" portion to as a prologue to the OAV series (although I'd keep the Yue storyline as a separate OAV) and instead have the first OAV focus on Negi and his group facing Fate, his Ministra Magi, and Tsukuyomi.
