As for what is the best? Wow, so many to choose from... I think if I had to go with one right now I would say
Pharaoh... A very odd choice and most people have probably never even heard of it lol. But on a different day I would probably say something else.
Age of Mythology,
Medieval Total War,
Seven Kingdoms,
Total Annihilation,
Thief,
Command and Conquer, all of these and more are competing for the top spot.
Out of MIDI soundtracks,
Castlevania 4 wins hands down. Up to a year ago or so I had never even played any SNES or NES game so there's not even nostalgia at play here.
