I think he apologized, but maybe that cannot satisfied all people.
At ep 10 who he really loves is all known. Why he cannot do things properly in ep11 is because he doesn't know how to face Noe would be better. (So you'll see he thinks about Noe, but all is about the her encouragement /his promise/worry but no romantic part)
At ep 12 he finally knows what he really wants to do.( notice his words and sequence of these things : dacing->drawing->Noe->Hiromi)
So he wants to let Noe see the dancing, and wants to let her know the new ending of chicken's story. After doing these he could face Noe and tell her who he really loves, but still mentioned how Noe is important in his heart. His tears is also a kind of apology.
