The USA isn't really a country of majority rule, though (if it was, the congressional Democrats wouldn't have had to worry about the Republicans for the last 2 years
). In fact, nearly all of the American Constitution is set-up to protect the minority and the individual citizen. So, even if a majority of New-Yorkers, or even a majority of Americans, don't want the cultural center nearby the former site of the WTC, it really doesn't matter.
