Not even entirely sure if it's anime or not, but a very old series/show. Like World Masterpiece Theater old. It was sort of like a one shot OVA, maybe two episodes.
It was about some witch(i think?) who made a young man from a village into her servant, and the man came back to the village, started playing a song with his instrument and the villagers all started to turn into blocks of stones. Then they would slowly walk themselves to the witch's island and start building like a castle, with their stone bodies as the building block, for her. And I think later he tried to fight her....can't remember about the rest. All and during the whole walking scene, there was this creepy music playing too.
When this was playing, it was played as part of a long series that had tons of unique and unrelated individual stories.
