Yeah, I didn't clarify, but the characters in the Do Not Nominate table are already qualified into prelims, so if you nominate them then that's just one waste of a slot. :P You can look at the table to know where the characters were qualified too. For example, Nagi and Maria qualified through ISML 2010 and AST 2010.
