I remember how despite the atmosphere being tense, they both seem to enjoy this kind of thing.
Which brings me to the suggestion that this faction might not be under any Board of Director, otherwise why would they need to go through all this trouble just to greenlit Accelerator and Shiage? If they were on the payroll of Aleister, they would have full reign to do whatever they please as long as it gets the job done.
