A second-year foreign exchange student from a South-East Asian country, Rachel is the member of a current generation of Chinese immigrants who moved over from China from almost over a century ago to work as miners and traders. However, Rachel is among those of her generation to be born in the city, as opposed to the countryside, making her almost some kind of a city girl, although she was far from being a spoiled city brat.

Having a knack for adventures since her younger days, Rachel is an active member of the Girl Guides at her school, where she also served as a librarian. She had her fair share of adventures in the wilderness, although it is an evening in the concrete jungle within the city that changes her life forever. She joined the training at the Armed Detective Training Centre after what happened, having been a victim of the humiliating incident (and no, she's still clean where it matters). The experience becomes her reason to seek even more confrontational methods of defending herself, knowing very well that she will be helped if she helps herself to move forward.

Rachel took the chance to enter the exchange program at her supervisor's advice, having preferred an outright change in environment to put past events behind.

Friendly and easygoing, but not without a sharp tongue to talk some sense, with the tendency to be very sensitive where teasing is concerned due to her experience from past scars. Because Rachel came from a fairly average family unlike some of the denizens she met in Tokyo Butei High, she displayed a certain level of normalcy that some girls her age often lacked, at the cost of being considered as being simply 'plain'. The girl displays caution when it comes to extremes of personalities.

Although Rachel is part of Assault, she prefers to outwit her opponents rather than taking them head-on if the odds are stacked against her by using the environment to her advantage, utilizing training she received from her Girl Guide days. However, she is a black belt holder in a martial art, making her a rather decent fighter (when compared to some of the wild fighters). She has been known to use the baton as her beatdown weapon. Because of her methods, Rachel is considerably less showy when it comes down to fighting.

* Given her background, Rachel is capable of communicating in multiple languages, and often served as an impromptu translator to those in need of it.

* Although she does not completely embrace Japanese culture, she seems to know an awful lot more than others due to having subscription of Japanese magazines. For the same reason she's pretty updated about trends.

* Thinks flirts are complete utter morons, and perverts to be complete idiots.

* Constantly bicker with Erin Dee Kirishima over who is the better English football team, being a supporter of Liverpool FC.

* Although she tends to be a little conservative in dressing, Rachel takes requests for her to appear in her original school uniform. Unfortunately, she only have the light blue shirt-white skirt (and navy blue tie) combination from her school back home for show, instead of the white shirt-blue pinafore combination, due to her post as a school librarian.
