I imagine neither is exhaustive. I don't know Japanese and am going off online translators but I'm pretty sure that what those lists are. It may also list some ineligible characters with reason behind ineligibility but I'm not sure.

Those lists seems to be temporary, they may still make some changes before nominations, and nomations itself is to add more characters. Anyway to make things smoother later I already started translating those.

They went ahead and added the whole Yui class as contestants... her class has 33 girls not counting Yui, Mio, Ritsu, Mugi, and Nodoka.
