Human nature. We all hate or fear things we don't understand, Konoha is 'being human' in the sense that they fear Kyuubi because they don't fully understand it or they don't fully understand it's sealing, thus they fear and as
monir pointed out, fear leads to hatred. But I see what you mean, yeah, Konoha can be termed as ignorant from that standpoint.
