My guess now is on an Akagi-like ending, though the possibility of one school (most probably Senriyama) being sent flying can't be discounted.
Also, studio Gokumi has to do quite a bit to bring in the other characters and add more scenes since the semi-finals are 100% mahjong and very little else of the others.
Since we'll be having a one week break in the anime, it's possible the manga end to the vanguard may coincide with the anime end. Is this part of the plan? We should see.
