But that may not be the case either as Sarutobi was more concerned about the other coffin than the 1st or 2nd Hokage...We don't really know how powerful Sarutobi was in his prime. Of course this is all assumptions, but I personally would like to see maybe a prequel of characters like Sarutobi and the other Kages..
